But beneath those familiar narratives, something new is stirring: the early signals of a tech ecosystem finding its footing.

In this note, we share what we observed on the ground in Luanda — from payments to connectivity — and where we believe the smartest bets may lie.

Angola’s Tech Scene: Early Signals of Life

The most striking indicator came shortly after our visit: WiConnect, one of Angola’s most promising startups, secured a $2.5 million convertible note from private investors. Its model is bold: free public Wi-Fi across underserved areas, funded by ads and data analytics. With millions of sessions already served, WiConnect aims to cover every Angolan municipality by 2027.

The context matters. In 2024, Angola’s entire VC ecosystem attracted less than $1 million. WiConnect’s raise is not just a company milestone — it is a market signal. Angolan startups can now attract serious investor attention.

At the same time, we met founders building B2B fintech infrastructure and payments solutions. Their traction with merchants and banks suggests latent demand. Consumer-facing apps may be premature, but infrastructure-led plays are gaining ground.

Banking Without Mobile Money

Unlike most African markets, mobile money has not taken hold in Angola. Instead, card usage is surprisingly widespread, even for small transactions. The result is a “banked but underserved” market — one where fintech infrastructure has room to flourish.

The real opportunities lie in building rails for merchants, service providers, and aggregators: payment processing, transaction analytics, and financing. Consumer apps will come later; for now, infrastructure is the priority.

Where the Smart Money Should Look

In Angola, the most compelling businesses may not be the most glamorous. We see three areas ripe for investment:

Agriculture & Agritech. Angola has untapped land and inefficient supply chains. Tech-light, operations-heavy models could transform food systems.

Logistics. With high import dependency and fragmented distribution, optimized supply chains offer serious upside — but only with deep local insight.

Education & Skills. A youthful population needs pathways into the economy. English-language centres, vocational schools, and sales bootcamps could deliver outsized returns.

These are “boring” businesses in global terms, but in Angola, they are high-leverage bets. Execution, local knowledge, and trust networks will determine who wins.

Why Deals Move Slowly

Relationships still govern Angola’s business culture. Deals rarely move fast. Even the most promising startups require local credibility and resilience to navigate compliance-heavy sectors such as fintech. Institutions like Acelera Angola, the country’s leading accelerator, are playing a critical role in shaping this next generation.

The Bigger Picture

Across Africa, VC funding cooled in 2024, with fewer and slower deals. Angola’s share was negligible. Yet in 2025, early signs suggest a rebound. Equity capital raises are strengthening, and WiConnect’s round provides a benchmark.

Investors often speak of “signals.” In Angola, WiConnect is a powerful one: a demonstration that capital can flow to ambitious digital ventures — and that Angola’s tech ecosystem is no longer just aspirational.

Final Thoughts

Angola is not yet a hub of headline-grabbing tech stories, but that is precisely why opportunity exists. The ecosystem is young, capital is scarce, and execution matters more than hype.

For investors and builders with patience, local partners, and a focus on essential services, Angola represents a market to engage, not simply to watch.

And yes — it helps to polish your Portuguese.

Takeaway

Angola’s tech ecosystem is at the beginning of its story. The winners will not be those chasing quick headlines, but those backing grounded businesses that solve real problems with resilience and discipline.

—

At Lissom Advisory, we help investors and entrepreneurs identify precisely these kinds of frontier opportunities — where patient capital meets resilient execution. Through our Emerging Market Leadership & Strategy Program, we guide decision-makers on how to navigate Angola’s complexity and build businesses that last.

Written by Art Chupeau, Founder & Managing Partner at Lissom Advisory.

Angola has long been seen through the lens of oil wealth, inequality, and bureaucracy.
